ICTer Theme

Emerging regions offer a wealth of opportunities in trade, technology and investment. The recent economic development in these regions has spurred them to seek a more important role in world affairs. This has been particularly evident in the field of Information and Communications Technology (ICT), where emerging regions have seen a very rapid growth. This growth is mirrored by the wealth of the increasing number of research publications produced.

Unfortunately, much of this work has gone largely unnoticed by the world community. This is partially due to the fact that such notice requires publication in internationally reputed journals, and partially due to the fact that applicable researches in emerging regions get little or no global exposure.

The International Journal on Advances in ICT for Emerging Regions (ICTer) aims at solving this problem. It is a project initiated by University of Colombo School of Computing in collaboration with SPIDER (the Swedish Program for ICT in Developing Regions), IEEE computer society (Sri Lankan Chapter) and CSSL (The Computer Society of Sri Lanka) and intends to be an International journal that would give researchers in ICT related fields, particularly from emerging regions, the opportunity to disseminate knowledge through an international network to an international audience by way of an internationally acclaimed journal.  

ICTer will expose its writers to prominent research institutions and funding organizations like SIDA, SPIDER etc.

The International Journal on Advances in ICT for Emerging Regions (ICTer) will promote research findings in all aspects of Computer Science, Information Technology and Information Systems which would have a significant impact on sustainable development and socio-technological advancement in the emerging regions of the world. For example, these can be in innovative approaches to providing access to the Internet, support for local languages and search techniques, applications for emerging regions in areas of eHealth, eLearning, eGovernment etc. In addition, this journal will also encourage the publication of ICT related technical research work conducted in the emerging regions, contributing to the advancement of the knowledge horizon. The emphasis will be on the publication of papers based on original research work, but will also be open to, case studies and extended versions of peer reviewed conference papers.

Publication Frequency

The International Journal on Advances in ICT for Emerging Regions (ICTer) will be published biannually for which papers can be submitted for review all year round. In addition to the two main regular issues, special issues will be published with respect to specific themes. Details will be announced in advance in this website.

Regular issues are given deadlines and papers submitted after the deadline would be considered for the subsequent issues.

The first issue of ICTer was published in October 2008.

Papers must be submitted electronically to www.icter.org. Each paper will be assigned to an associated editor who will appoint at least three reviewers. Based on reviewers comments and associate editor's evaluation a submitted article will be accepted based on its originality, significance and clarity. Authors will have to resubmit the articles according to associate editor's instruction to decide the final decision of the manuscript.

Articles under the review should not be submitted for other journals and/or published elsewhere.

Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.
